Communicating Change: Procurement Reforms Made Clear
Strategically delivering a full suite of content, design, and web updates, helped the NT Government communicate complex procurement changes with clarity and consistency across digital and print platforms.

The Challenge
The reforms represented a significant shift in how government buys goods, services, and works. Clear messaging was needed to help two very different audiences, external suppliers and internal government staff, understand how the changes affected them. The challenge was to deliver accurate, accessible content across multiple platforms while coordinating with several departments and ensuring consistency with government styles and standards.
The Approach
Research & Discovery
Existing content for procurement content was reviewed across print and digital platforms including various policy documents and reform materials to identify information gaps, outdated structures, and inconsistencies between internal and external channels.
This included a website audit and analysis of website analytics.
Strategy Development
Developed an audience-aligned communications approach that differentiated supplier-facing and staff-facing content, focusing on clarity, usability, and compliance with the NT Government style manual and Australian Government web writing standards.
Creative Direction
Crafted a clean, professional design language that could translate across both print and digital environments, using layout, typography, and iconography to reinforce clarity and accessibility.
Design Execution
Delivered a redesigned external facing website space on nt.gov.au for doing business with government and intranet content structures, streamlined copy, and visual assets including infographics and explainer graphics that visually communicated complex procurement processes and policy changes.
A suite of print and digital material was delivered for the department communications and media team to disseminate across various department managed platforms.
Collaboration & Delivery
Working closely with the Department of Trade, Business and Asian Relations, Communications and Media team, Procurement NT and the Department of Corporate and Digital Development (DCDD) web team to align messaging, coordinate reviews, and deliver final materials for launch on 1 October 2025.
The Solution
The final suite provided a consistent and user-focused experience across both public and internal platforms.
- The external facing nt.gov.au website area, doing business with government, clearly explained procurement processes, purchasing tiers, and engagement pathways.
- The internal staff intranet offered concise, actionable guidance for applying reforms in practice with clear notification of changes to policy, purchasing tiers and guidance materials.
- Supporting print and digital assets reinforced messages visually and ensured the department’s communications and media team could deliver continuity across channels.
Every element was designed to make the reforms easier to understand, implement, and communicate.

The first reforms were rolled out over various phases to align to the Expressions of interest for the Territory Procurement Champion, pre-announcement of the upcoming changes and announcing the changes were in effect as of 1 October 2025.
Each phase of delivery was designed for maximum visual connection and delivery across the platforms and mediums.
